1.0 INTRODUCTION

1.1 AIM

This Plan is designed to set out the prior arrangements to be made and the responsibilities to be exercised by, or on behalf of the South Wellington Intermediate School Board of Trustees during an emergency at the School.


1.2 NAME OF THE PALN

The Plan shall be known as the South Wellington Intermediate School Emergency Plan


1.3 LAND AREA COVERED BY THE PLAN

The land area covered by the Plan shall be that under the control of the South Wellington Intermediate School Board of Trustees.


1.4 REVIEW OF THE PLAN

The Plan shall be reviewed every three years.


1.5 PLAN CO-ORDINATOR

The Board of Trustees has appointed the Principal to be the Emergency Plan Co-ordinator and is responsible for monitoring, reviewing and updating the School’s emergency preparedness as required.


1.6 THREATS

The threats that could result in an emergency at the School include:

Fire
Earthquake
Tsunami
Volcanic Activity
Storm
Chemical Spillage and Industrial Accident


1.7 PREMISES MAP

A premises map showing the School grounds, emergency assembly area, buildings, rooms, the location of all services and the main shut off position of services can be found as Annex A of this Plan.

1.8 EMERGENCY CONTACTS

Emergency contact details can be found as Annex B of this Plan.

1.9 ADICE TO PARENTS

When parents first enrol their child the Board should, as part of their information programme, should inform and involve parents as follows:

Inform them:
That the School has an emergency plan.
Of the basic details and procedures to be followed in an emergency.

Involve them by:
Requesting parents to provide details of contacts and custodians to be used in an emergency.
Recommending that parents contribute further to the Board’s emergency preparedness and their child’s safety by establishing their own home emergency plan.

Parents should be encouraged to nominate more than one emergency custodian to collect the children, and wherever possible nominate people who live or work near the School.

2.0 EVACUATION ROUTES

The Primary evacuation routes shall be the normally used exit routes.

The Secondary evacuation routes shall be the alternative exit via fire escape or through adjoining classrooms.

3.0 EMERGENCY ASSEMBLY AREA

The emergency assembly area for the School shall be the top asphalt area.

4.0 EMERGENCY SHELTER

If following an emergency evacuation the School is unsafe to re-enter staff and pupils will move to emergency shelter in the school hall. If this is also unsafe students will move to an emergency shelter in this order: Berhampore School Hall, Luxford St. church hall, Berhampore.




5.0 EMERGENCY PROCEDURES

5.1 FIRE

Procedure to be followed if a fire cannot be easily extinguished.

All staff and pupils shall:
Act on hearing the continuous ringing of the fire alarm and move to evacuate.

Staff must:
Activate the nearest fire alarm.
Notify the Fire Service – phone 111.
Reassure pupils.
Evacuate pupils.
Check that all rooms have been evacuated.
If possible turn off appliances and services.
Close doors and windows.
Take class attendance register with them.
Supervise the orderly evacuation to the emergency assembly area.
Carry out roll call of pupils and advise the Principal of any missing pupils staff or other occupants.

Should it be unsafe to re-enter any School buildings staff and pupils should move to the designated emergency shelter.

5.2 EARHQUAKES

Procedures and Responsibilities during an Earthquake

All occupants should:
Remain in the building until the shaking stops.

Staff must:
Reassure pupils
Instruct pupils to take cover, under desks (holding onto desk legs) or in a doorway.
If outside, instruct pupils to stay clear of power wires, buildings and trees.
Liaise with the Principal regarding the need to evacuate the building(s).

If a decision is made to evacuate the building, staff should
Check that all rooms have been evacuated.
If possible, turn off appliances and services.
Take class attendance register with them.
Supervise the orderly evacuation to the emergency assembly area.
Carry out roll call of pupils and advise the Principal of any missing pupils staff or other occupants.
Listen to the local radio station for advice and instructions.

Should it be unsafe to re-enter any School buildings staff and pupils should move to the designated emergency shelter.




5.3 FLOOD

The School should
Act on any evacuation warning.
Prepare for possible evacuation.

Staff must:
If necessary contact the nearest civil defence centre.
Listen to the local radio station for advice and instructions.
Reassure pupils.
If evacuation is necessary Check that all rooms have been evacuated.
Take class attendance register with them.
Supervise the orderly evacuation to the emergency assembly area.
Carry out roll call of pupils and advise the Principal of any missing pupils staff or other occupants.

5.4 PUPILS ON SCHOOL BUS

If an earthquake occurs while pupils are travelling on a School bus, the driver is responsible for pupil safety until they reach their destination or they a relieved of that responsibility.

The Bus Driver will:
Proceed with caution and avoid potential hazards
If the bus is immobilised in an unsafe position, it should be evacuated and assembly the child in a safe position.
The children must remain at the assembly area until they are told that they can move by an appropriate person in authority.

5.5 OTHER EMERGENCIES

For all emergencies, there are common and specific procedures to be followed. Common Procedures Responsibilities:

The School should
Act on any evacuation warning.

Staff must:

5.6 STORM-FORCE WIND AND CYCLONES

Staff should:
Secure loose items such as rubbish bins, outdoor furniture and play equipment.
Stick tape across large windows, ensure pupils stay inside the strongest part of the building.
Keep pupils away from windows and doors.
Open windows on the side of the building away from the wind to reduce the possibility of the roof lifting.

5.7 ELECTRICAL STORMS

Staff should:
If inside, ensure pupils stay away from metal and electrical fixtures, as these can act as lightning conductors.
If outside ensure that pupils stay clear of trees.

5.8 VOLCANIC ACTIVITY

The monitoring systems that are in place at the National Volcanic Centres should give adequate advance warning of the possibility or eruptive activity. It is therefore unlikely that the School would be open during any major activity.

During and Eruption:

If heavy ash is falling, do not shelter in any School building with flat or low pitched roofs, as these could collapse under the weight of ash build-up.

If instructed to move out of the School buildings staff should:
Ensure that pupils’ heads and bodies are covered with substantial clothing.
Pupils and staff should breath through a handkerchief.
Carry a touch, even in daytime.
Move the pupils away from the eruption as quickly as possible.
Avoid streams and rivers.

5.9 CHEMICAL OR INDUSTRIAL ACCIDENT

The New Zealand Fire Service are normally the first responders to any chemical or industrial accident scene. The principal would be advised on the appropriate action to be taken by the Fire Service or the Wellington Council’s Dangerous Goods Inspector.

Action that may be appropriate could include:

Ensuring that all pupils and staff remain indoors.
Evacuating the School. The direction of any evacuation would be dependent on the type of emergency and the wind direction at the time.




6.0 POST EMERGENCY PROCEDURES

6.1 RE-OCCUPATION OF THE BUILDINGS

The re-occupation of the buildings after an emergency evacuation should not commence until the Principal and /or the Board of Trustees chairperson are satisfied that all the rooms are safe for immediate re-occupation.

6.2 HEALTH AND SAFETY CHECKS

This is accomplished by staff checking the following:
For obvious cracks in any walls.
For dislodged bookcases or fittings which could fall in any earthquake aftershocks.
For leaks in water and gas pipes.
For breaks and/or blockages in sewage drains and fittings.
For breaks in electric wiring (these can cause fires).
For any fires which have not been completely extinguished.

6.3 CONSERVATION OF WATER

Water is precious in an emergency and must be conserved. Water should be saved in any tanks and cisterns. Water mains should be turned off to prevent water loss from any damaged mains.

6.4 BUILDING INSPECTION BY ENGINEERS ARCHITECT

If there appears to be any structural damage to the School buildings, the Principal and the Board Chair shall arrange for a qualified professional person to inspect the buildings to determine whether they are safe for immediate re-occupation.

The Principal will liaise with the Ministry of Education over the necessary procedures and funding arrangements for structural damage inspections.

6.5 SENDING PUPILS HOME

Any decision to send pupils home following an emergency must be made the principal in consultation with the Board Chair, in reaching this decision consideration will be given to the following:

Pupils will not be released until it is safe to travel
Following an earthquake roads may be impassable making it difficult for pupils to reach their homes.
Pupils should be kept at School until collected by a parent, guardian, or caregiver, or they may be grouped according to their home locations and escorted home by an adult.
The School should keep a list of people authorised by parents or guardians to collect pupils after an emergency.
Accurate records must be kept of pupils names and the name of the person escorting them home.
No pupil should be released unless the name of the parent or guardian who is collecting the pupil has been recorded as assuming responsibility for that pupil.
Pupils must not be left to find their own way home.


6.6 PUPILS WHO NORMALLY TRAVEL BY BUS

Pupils who travel to from school by bus may be released into the care of the School bus driver to return to their homes if:
vehicles are available
reports indicate that roads are. passable,
parents or guardians are known to be home.
A record shall be kept of pupils travelling on buses.

7.0 EMERGENCY RECOVERY PROCEDURES

Following an emergency it is important that the School is able to return to a level of normality as quickly as possible.

7.1 ALETRNATIVE ACCOMMODATION

If following an emergency some or all school buildings are damaged to the extent that they are unusable, temporary alternative accommodation will be sought.

7.2 KEEPING PEOPLE INFORMED

Parents and guardians should be informed about where and when pupils are to report for resumption of classes. Use will be made of:

The local media;
A special School newsletter;
Telephone.

A public meeting may enable the board to request assistance form the community.

7.3 RECOMMENCING CLASSES

The return of pupils to the School should be delayed until all damage areas have been made safe and an remaining dangerous areas have been adequately sealed off.

The Principal in consultation with the Board Chair will be responsible for deciding when the School opens.

Safe Environment Procedures

2. Emergency Evacuation Drills
Practice evacuation drills will be undertaken at regular intervals. The Principal will maintain a log book which records:
- date of drill;
- time taken;
- type of emergency (fire, earthquake etc.)
- problems encountered;
- remedial measures implemented.
The evacuation signal is the continuously ringing school fire alarm.

2.1 Fire
2.1.1 All fire drills will involve the whole school
2.1.2 Staff and students will implement the procedures contained within the Emergency Plan.

2.2 Earthquake
2.2.1 Unlike a fire drill or evacuation drill, this type of drill will not be set going by school-wide signal, but should be initiated by the teacher in each class.
2.2.2 The following aspects will be practised:
2.2.2.1 Get under a desk or table if near.
2.2.2.2 Drop to knees with back to windows and knees together.
2.2.2.3 Clasp both hands firmly behind the head, close eyes tightly.
2.2.2.4 Stay in this position until you are instructed that it is safe to move.
2.2.2.5 Further instructions would depend on the extent of damage to buildings and whether evacuation is ordered or not.
2.2.3 The signal for evacuation will be the same as that for a fire. Some alteration of routes may be needed, to avoid weakened structures and other obstacles.
2.2.4 Because of risk of aftershocks, the evacuation should be planned so that the children spend as little time as possible in potential danger spots, and so that they go singly rather than in large groups.
2.2.5 Before leaving the classroom teachers should turn off the gas, or other fuel supplies if appropriate.
2.2.6 The Principal or Deputy should be responsible for turning off electricity at the meter or switchboard.
2.2.7 Assembly points and Roll Calls as for fire evacuation drill.


2.3 Review
This procedure will be reviewed every three years by the Board’s Safe Environment Committee.

3. Administration Procedures after an Emergency

3.1 The Principal and Chairperson should arrange to go to the school as soon as possible to assess damage and decide on consequent actions.
3.1.1 Inform Ministry.
3.1.2 Decide on whether school can be opened - if not notify the school’s community and local bus controller.
3.1.3 Decide on a media spokesperson

3.2 Teachers are required to:
3.2.1 Assist with cleaning up;
3.2.2 Check the losses of their classroom, library, audio visual, administration, resources etc.

3.3 The Board of Trustees will organise the clean-up if the Ministry does not. It could be done by commercial firms, etc.

3.4 Help will be sought from the Ministry, parents, the nearby army base, any group (i.e. local service clubs) that can be called upon at short notice do the physical work of shifting furniture, cleaning smoke and water damaged areas.

3.5 The Police will be notified.

3.6 Planning:
3.6.1 Staff should meet as soon as possible to plan future actions - alternative rooms etc.;
3.6.2 The principal will arrange a stock-take in whatever way is appropriate:
3.6.3 Parents will be kept informed.

3.7 Review
This procedure will be reviewed every three years by the Board’s Safe Environment Committee.

EMERGENCY EVACUATION

ALARM: - EVACUATION OF BUILDINGS - Continuous ringing of the warning bells
________________________________________________

1. Classes will proceed from wherever they are by WALKING in ORDERLY COLUMNS by the most direct route, keeping away from buildings to assemble on the top asphalt area.

2. Teachers will bring attendance registers so that an instant check can be made for missing pupils. The office staff or teacher on duty (lunchtime, playtime) will check library, sickbay and toilets and carry the school admission register to the field.

3. ADMINISTRATION -will be responsible for calling emergency services needed - Dial 111. If any staff member sounds the emergency bell, please send information to the Principal to indicate where a fire, or other emergency is, so that appropriate steps can be taken.

4. ALL STAFF MEMBERS must firstly care for children. Remember, a small fire rapidly turns into a large fire. If attendance register or administration register is unavailable, count heads.

5. Pupils will be allowed home under adult supervision if this is judged necessary but not without first notifying the Principal.

6. In an unusual emergency, e.g. armed offenders, or other like, the children are to remain inside if necessary below window level, under teacher supervision until bell is rung or the Principal indicates an ALL CLEAR.
