Board Delegations Summary
Governance
1. Delegation of the Principals Authority
In the absence of the Principal from the school, all the powers vested in the Principal are delegated to the Deputy Principal (Personnel). In the absence of both the Principal and the Deputy Principal (Personnel), delegated authority is passed to the Deputy Principal (Curriculum).
NAG One - Curriculum
1. Education Outside the Classroom
The Board delegates to the Principal the supervision of all education outside the classroom activities. The Principal must have Board approval for all ‘major’ EOC activities prior to any commencement.
NAG Three - Personnel Management
1. Principal’s Appraisal
The Board Chair, in conjunction with an outside agency if required is delegated the responsibility for undertaking the Principal’s annual appraisal.
2. Staff Appraisal
The Principal is delegated the responsibility for undertaking the annual staff appraisals.
3. Appointments Committee
The Appointments Committee is delegated the full powers of the Board to employ:
3.1 the Principal;
3.2 the Deputy Principals;
3.3 Senior Teachers.
4. Staff Employment
The Principal is delegated the responsibility to employ all:
4.1 Basic scale teachers;
4.2 Long-term relievers;
4.3 Relievers;
4.4 non-teaching staff;
4.5 tutors etc.
The Principal will present the Board Chair with his selection for confirmation before the successful applicant is informed. If the Board Chair is not available, a Board member responsible for Personnel may confirm the appointment.
5. Staff Leave
The principal is delegated authority to approve leave applications up to one week in accordance with the award.
6. Special Leave
The Principal is delegated the authority in emergency situations to grant special leave applications.
7. Staff Discipline
The Principal is delegated full Board authority to undertake initial inquiries in matters of staff discipline. Any exercise of this authority must be reported to the next meeting of the Board in committee for ratification.
8. Protected Disclosures
The Staff representative is delegated the authority to act as the initial receiver of protected disclosures.
The Board Chairperson is delegated the authority to act as the last resort within the school to receive protected disclosures.
NAG 3 - Section One - Finance
1. Principal Authority
The principal shall have the discretion to spend up to $1,500 for extraordinary financial items, The principal has authority to spend up to the limits of the approved annual budget.
2. Principal’s Right to Delegate
The principal has authority - within the limits imposed by One above to delegate spending limits to identified staff.
3. Principal’s Right to Replace Capital Items
The principal has authority to replace capital items on a `urgent’ basis. Power exercised under this authority will be reported to the next meeting of the Board.
4 (a). Signing Authority
All bank accounts and authorities may be signed on behalf of the Board by any two of the following:
4.1(a) Board Chairperson
4.2(a) The Principal
4.3(a) Finance portfolio holder
4.4(a) Nominated trustee(s)
4 (b). Approval of Invoices
Approval of invoices to be paid by the accounting services will be signed on behalf of the Board by either:
4.1(b) Board Chairperson
4.2(b) Principal
NAG 3 - Section Two - Property
1. Administration
The day to day administration of property is the responsibility of the Principal.
NAG 5 Section One Safe Environment
1. Health and Safety Portfolio Officer
The day to day administration of Health & Safety is the responsibility of the Principal. The Principal will put in place operational measures to ensure:
- the safety and welfare of all pupils;
- the safety and welfare of all staff.
Power exercised under this authority will be reported to the next meeting of the Board.
NAG 5 - Section Two Pupil Discipline
1. Discipline Committee Powers
The Board’s discipline committee is delegated the full powers of the Board for pupil discipline - the suspension and exclusion of pupils
2. Deputy Principal’s Power to Act for the Principal

The Deputy Principal (Personnel) has full authority to act for the Principal in the absence of the principal for all matters of pupil discipline including the right to impose a stand-down.
NAG 5 - Section Three Smoke Free Environment
1. Principals Power to Investigate Complaints
The Principal is delegated the full Board authority to investigate any complaint made under the Smoke-Free Environments Act 1990 and to implement the appropriate action. Any exercise of this authority must be reported to next meeting of the Board.
2. Deputy Principal’s Power to Act for the Principal

The Deputy Principal (Personnel) has full authority to act for the Principal in the absence of the Principal for any complaint made under the Smoke-Free Environments Act 1990 and to implement the appropriate action.
NAG 6 - Administration & Legislative Compliance
1. Privacy Officer
The Principal is delegated full board authority to act as the Board’s Privacy Officer. The Privacy Officer will implement and/or follow the specific criteria as outlined in the Terms of Reference for this position. The Principal may delegate this task to a senior member of staff.
